DISH Wireless is seeking a Core Translations Manager with solid voice, data, messaging and mobile roaming experience. This manager will oversee design and engineering of routing voice, messaging and data sessions between the DISH mobile network and other networks and service providers in the U.S. and around the world.
The Core Translations Manager will be responsible for managing a team accountable for design, deployment and operations of voice and/or data session routing within Dish network elements like Mobile Switching Systems (MSS), IP Multimedia Systems (IMS) Core and peering Interconnect Session Border Controller (SBC)s. This team will have a close cross-functional relationship with Traffic/Transport Engineering, Performance Management and Peering Interconnect Management teams. This role is a key, strategic part of our business, and presents an opportunity to implement and optimize the latest networking solutions. This role reports to the Director of Access Engineering for DISH Wireless and may require some travel.
Responsibilities include but are not limited to:
Provide consistent leadership and management of the Core Translations team including hiring, planning, training, and employee development
Define and maintain voice call routing for mobile to mobile, voicemail and roaming services
Maintain PTSN least cost routing and fraud control service for all mobile originated and mobile terminated calls on 3G/4G/5G, Wi-Fi access using Circuit-Switched and IMS core
Deployment and testing of new SIP peering partners for call delivery and enhanced services (short codes, SCAM blocking)
Design and deploy 911 PSAP routing for successful 911 services and 911 network evolution
Build and support ISBC work for new products, modifications and peering partners
Deploy route build requirements in IMS core and MSS
Audit supported services and network nodes to ensure call continuity after changes and software updates
Bachelor's Degree in electrical engineering or related discipline
8+ years of experience in mobile and/or landline networks and/or an over the top service (OTT) provider
5-7+ years of experience managing engineers and various stakeholders
Strong understanding of data and VoIP network architecture, infrastructure components, Ethernet, fiber optic transport and data traffic engineering
Working knowledge of VoIP protocols, data protocols and Signaling requirements
Detailed understanding of Signalling requirements to include SS7, DSC, SIP, SBC and others
Experience designing and implementing connections for the PSAP facilities and E911 calling
Familiarity with Optical Networks, OTN, DWDM, ROADM, SDH, SONET, optical transmission technologies, Ethernet, Wave, Switching, Routing, Data Networks, DCN, and Synchronization of optical networks
