Job Description

SUMMARY:

Assist in the development and implementation of the project environmental management program on the GBSD project.  Provides technical oversight of the project’s environmental compliance activities through identification and integration of applicable environmental requirements into project designs, subcontract bid specifications, construction plans and schedules and field execution activities.  Works directly with project-level functional leads (e.g., engineering, construction, subcontracts, procurement, project controls, document controls), ES&H field staff, and construction supervision to assist them in integrating and/or addressing the applicable environmental requirements in their work products and activities.  Duties include field assignment at USAF bases or project field locations as applicable to the phase of the project (California, Utah, Colorado, North Dakota, Montana, Wyoming).  Reports operationally to Project Environmental and Permitting Manager.

JOB RESPONSIBILITIES:

Assists in the development and helps implement the project-level environmental and permitting management program.
Provides assistance to project and construction management in identifying and complying with project environmental and permit requirements and in addressing environmental and permitting issues as they arise during project execution.
Coordinates with and provides technical assistance to other project-assigned functional leads (e.g., engineering, subcontracts, procurement, project controls) with regard to compliance with project-specific environmental and permitting requirements.
Participates in meetings with customers, project team members, and contractors/subcontractors to advise them of environmental requirements that may affect project design, schedule, and cost.
Provides technical support and assistance directly to construction supervision and subcontractors in planning and executing field activities in accordance with the project environmental and permitting requirements.
Responsible for drafting project-specific environmental compliance plans, mitigation plans, environmental awareness training programs, and technical reports.
Responsible for implementing construction site environmental mitigation including, but not limited to, erosion control, dust control, spill control, spill response, stormwater management, wastewater management, solid waste management and hazardous materials control.
Conducts environmental sampling, or manages environmental sampling/monitoring subcontractor’s activities and collates or interprets environmental monitoring data/results. 
Conducts environmental compliance inspections of project construction activities to monitor compliance with environmental requirements including contractual commitments, permits, and the project’s EMP.

JOB QUALIFICATIONS:

Bachelor of Science degree in life sciences, physical sciences, or safety/industrial engineering from an accredited college or university and at least 9-13 years of relevant experience or in lieu of degree, 15-19 years of progressive professional experience.
Advanced knowledge in a field of science, environmental engineering, or related discipline.
Knowledge of engineering and construction systems, methods, and work processes.
Knowledge of construction planning, estimating, procedures, and execution.
Knowledge in construction environmental permitting.
Skilled in oral and written communication.
Bachelor of Science degree in life sciences (e.g., biology, ecology, forestry) or physical sciences (e.g., geology, meteorology), or environmental engineering from an accredited college or university. 
Prior practical work experience in office settings (e.g., managing environmental programs, budgets and staff) and field environments (e.g., construction execution and/or operating facilities) performing the responsibilities listed above.
Knowledge of environmental sciences/engineering systems, principles, and methodologies.
Knowledge of national environmental laws/regulations and regulatory/resource agencies’ permitting processes and responsibilities, industry standards for environmental compliance, and best management practices for minimizing potential environmental impacts during project execution.
Knowledge of environmental permitting and field execution and mitigation for construction projects.
Experience in managing and/or providing technical oversight of environmental subcontractors or consultants.
Experience in environmental monitoring and compliance inspection during construction.
Knowledge of hazardous materials and waste management, erosion and sediment control methods, and restoration techniques.
