Job Description

Facebooks FRL division is seeking an International Trade Compliance Program Manager to partner with a team of internal and external vendors, contributors, Import and Export specialists while working closely with Facebook Policy, Legal, Compliance, Security and Investigations team to investigate, analyze, interpret and apply trade regulations critical to the day to day operations of the FRL hardware teams. This role will be a part of the FRL Trade, Logistics, and Fulfillment team and will oversee the functional End-to-End (E2E) activities of the FRL consumer supply chain with the objective of establishing a collaborative and compliant environment through streamlined communication, processes, systems and work streams. The candidate will be a core liaison to the broader Facebook Trade and Security organization, uphold rigorous oversight of the overall FRL Trade Compliance program, and provide inputs, insights, and recommendations to help guide long term strategic trade decisions.

Trade Compliance Program Manager Responsibilities

* Manage interfaces with Facebook Security, Tax, Trade Legal and Trade Operations to uphold Facebook security and compliance objectives within the dynamic, competitive consumer facing FRL global supply chain.

* Work with cross-functional teams using a keen understanding of the supply chain to link all processes through the E2E supply chain process to support streamlining collaboration and effectively manage trade compliance, support logistics, facilitate fulfillment and leverage key resources.

* Build partnerships with internal and external leadership staff, including Sales, Marketing, Finance, Strategic Sourcing, Logistics, Legal, Enterprise Security, Information Security, Global Security, Sustainability, Risk Management, Freight Forwarders and other 3PLs to foster a collaborative and consensus approach to data and information, to streamline compliant operations and influence decision making.

* Optimize cross functional resources to achieve complex and unique objectives within budget and timelines. Ensure that supporting project initiatives in key areas of the business are on time and on budget.

* Liaise between Trade Ops, Product Compliance, Business Enablement Teams, and FRL Logistics, Fulfillment, Customer Service Operations and Channel Ops to build new trade channels and lanes to facilitate Facebooks consumer product hardware products expansion into new international territories.

* Develop, implement, and manage the requisite disciplines and skill sets that underlie an optimal supply chain operation by creating a baseline of current consumer supply chain practices to implement sourcing strategies and objectives in support of the business unit as well as the ultimate organizational structure for its successful ongoing execution.

* Provide strategic leadership in the development and implementation of company-wide materials on trade/logistics policies and procedures as well as regulatory compliance.

* Establish key performance FRL metrics to measure the success of FRL Trade initiatives and improve alignment of roles and responsibilities between collaborative units to refine and streamline ongoing operational strategies.

Minimum Qualifications

* 8+ years of overall experience in international trade and logistics.

* Knowledge of EU and APAC trade compliance.

* Practical experience with global Customs trade programs and requirements, including experience understanding ACE reports and general Trade systems data, processing and applying FTAs and Duty mitigation programs.

* Project management skills and tools, PMP certification or relevant experience. Including working knowledge of Project Management software and tracking structure.

* Experience with Microsoft Office including Word, Excel, PowerPoint, Visio and Microsoft Project. Experience using office suite for concise data driven communication.

* Experience with Excel or Google Sheets for required analytics and building dynamic tools.

* Supply Chain/Trade Organizations participant with insight into trade regulatory initiatives and changes.

Preferred Qualifications

* Experience adapting quickly to internal systems that support SCM activities.

* Experience handling multiple projects simultaneously and prioritize.

* Experience problem solving, negotiation & analytical skills.

* Strong analytical skills to analyze information consistently, identify solutions, communicate clear messages using visual representations of data.
