This position is responsible for administering and managing subcontract RFP generation, proposal evaluation, terms and conditions negotiations, subcontract management, risk assessment and risk mitigation.
Responsibilities:
* Procure complex major components and subassemblies, in support of various programs. Commodities include but are not limited to electronic, mechanical, components or assemblies, maritime equipment, and various other subsystems.
* Manage subcontracts for complex procurements. Includes formal preparation of Requests for Proposals (RFPs), proposal evaluation and issuance of purchase orders/or subcontracts. Selects and recommends suppliers, negotiates price, delivery, quality, terms and conditions, Non-disclosure agreements and service agreements
* Develop material cost reduction strategy. Create and issue fixed price, time and material, labor hour and cost-type purchase orders
* Lead formal source selection teams; conduct formal cost/price analysis, cost audits, fact-finding and formal negotiations. Negotiate the lowest possible total cost for the product (balance price with optimum quality and schedule needs).
* Identify opportunities to mitigate risk or create synergy savings.Create purchase orders/subcontract files in compliance with all command media and necessary process disciplines for audits
* Ensure the creation of Statements of Work with input from appropriate functional areas.
* Support Integrated product teams (IPT) through supply chain representative or as an active team member
* Monitor and provide feedback to IPT on critical supplier performance to ensure timely delivery to manufacturing schedules
* Inter and Intra departmental coordination is essential
* Active participation in company and department initiatives
* Must possess the ability to effectively interface at all levels of company management
* Must possess the ability to effectively interface with Government and other customer organizations
* Strong communication (verbal and written), organization, negotiation skills, and management skills
Qualifications:
Requires comprehensive level knowledge of job area typically obtained through advanced education combined with experience. May have in-depth knowledge of project management. Bachelor's Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience.
Experience with ITAR is preferred
Experience working in CPSR environment
Must have experience with reviewing RFPs, reviewing proposals, negotiation, definitization and administration of DoD Contracts
Must have experience with risk assessment of proposals/terms and conditions and strategies to minimize potential risks to the business
In-depth knowledge of FAR and DFARS required
Compliance and Small Business background preferred
Experience negotiating terms and conditions preferred
Must be able to travel as required
